Kayla Delise Mackie, 27, who was arrested by Santa Monica police officers in West Los Angeles Thursday, was charged by the LA County District Attorney with murder for the fatal shooting, police officials said Tuesday. Mackie also was charged with additional crimes in Los Angeles, including an armed robbery and an attempted homicide, after further investigation revealed her involvement in those crimes, police said.

"She was not located by officers and therefore not taken into custody that day, leaving her free to come and commit the crime in Santa Monica the next day," said Lt. Erika Aklufi, the Police Department spokesperson.

Santa Monica Police Chief Ramon Batista praised his department for the "extraordinary work" carried out Wednesday that led to Mackie's arrest the following morning.

“With unwavering dedication, the SMPD team applied tireless effort
and professionalism to every aspect of the criminal investigation," Batista said.

"Their relentless pursuit of the facts, coupled with meticulous hard
work, reflects a commitment to justice.

"Our officers take pride in knowing their diligence contributes to upholding the principles of law and order. In Santa Monica, public safety is foremost, and crime will not be tolerated in our community.”

The victim -- identified as William Edwards III, 46, of Los Angeles -- was fatally shot inside his car parked on the 2600 block of 29th Street shortly before 10:30 a.m. Thursday morning, police said.

He was transported to a local hospital in grave condition and succumbed to his injuries, according to police.

The motive for the crime is still being investigated, police said.

“Last week’s senseless killing on 29th Street has left all of us shocked," Mayor Phil Brock said in a statement Tuesday.

"My heart goes out to William’s family and friends, and my thoughts are with all who were affected by this tragic event.

"While nothing can take away the pain this incident has brought to our community, I am proud of the outstanding police work our officers
showed to quickly apprehend the suspect and ensure she is brought
to justice.

"I stand behind the strong message from Santa Monica Police: There is no place for any type of violence, particularly gun violence, in our city.”

Tuesday's killing marked the first homicide in Santa Monica since a man was fatally stabbed at Santa Monica Beach on July 31 ("Man Fatally Stabbed at Santa Monica Beach," August 1, 2023).
